Various procedures/resident cards for the mid - to long - term residents
Residence status is "temporary visitor" or persons do not have legal residence status.
Provisional certificate of residence is sent to who is affected by the new system.
The following is the major changes;
- Certificate of residence is also issued for the foreign residents.
A certificate of residence is issued not only the Japanese resident, but also the foreign residents who are affected by the new residency management system will receive the issue of "the copy of certificate of residence". Since the alien registration system is abolished, "Description Certificate of Alien Registration Card" will not be issued.
- "Notification of moving out" is required even for the foreign residents when changing an address to move out of city.
When moving from Wako City to another municipality, you will need to submit "Notification of moving out" to Wako City first and receive the issue of "Certificate of moving out" in the same way as the Japanese residents. A moving-out certificate and resident card or special permanent resident certificate are required for the procedure of the municipal office when you move in a new address. - When you need information on Foreign Resident Registration Ledger, request it to the Ministry of Justice.
When you need information on Foreign Resident Registration Ledger including a revised history of residence, name, nationality or the date of landing permission etc., directly request it to the Ministry of Justice in person.
- Notification costs are less for the foreign residents.
When the new residency management system starts, it is not necessary to submit notification to City Hall after taking the necessary procedure for the change of residence (visa) status/visa extension at the Immigration Bureau. Notify City Hall only when you change your address. (For special permanent residents, contact City Hall for the notification of change of address and renewal application of special permanent resident certificate.)
Who will be affected by the new residency management system?
- Residents staying in
Japan for the mid- to long period of time (hereinafter referred to as "mid- to long-term residents").
Residents having the legal residence status and their periods of stay exceed three months. A "resident card" is issued for the candidates, instead of Certificate of Alien Registration.
A renewal of "resident card" is applied and issued to/at the Immigration Bureau.
* Various procedures/resident cards for the mid- to long-term residents. - Special permanent residents
The new residency management system will be applied to the special permanent residents. A "special permanent resident certificate" is issued for the special permanent residents, instead of Certificate of Alien Registration.
A renewal of "special permanent resident certificate" is applied and issued to/at City Hall. - Persons granted landing permission for temporary refuge or provisional stay.
- Persons who are to stay in Japan through birth or who have renounced Japanese nationality.
Foreign persons who are to stay in Japan through birth or who has renounced Japanese nationality. Such persons may continue to stay in Japan without acquiring a status of residence for a period not exceeding 60 days.
Residence status is "temporary visitor" or persons do not have legal residence status.
The residence (visa) status is “temporary visitor” or persons do not have legal residence status, they are not candidates for the new residency management system.
The only candidates for the new residency management system must have legal visa status and the person's period of stay must exceed three months.
Since they are not registered in the certificate of residence, e.g., their residence status is “temporary visitor” or persons not have legal residence status,they cannot receive the issue of the copy of the certificate of residence or the seal cannot be registered. Currently, when the seal has been registered, it is deleted simultaneously when the new residency management system starts.
When the residence status is “temporary visitor” and the change permission of residence status has been received from the Immigration Bureau, bring your passport and Certificate of Alien Registration to apply to
Wako City Hall by July 6, 2012 (Heisei 24). When not applied to City Hall, since the change permission of residence status is not registered in your certificate of residence after the new residency management system starts, you may not receive administrative services.
For those who plan to stay in Japan beyond the authorized period of stay or who have already stayed beyond the period of stay in Japan, consult the Immigration Bureau for the residence status and period of stay.
Provisional certificate of residence is sent to who is affected by the new system.
A provisional certificate of residence is made to send in person who is affected by the new residency management system based on information of the current foreign resident registration ledger to record the foreign resident in the certificate of residence. The certificate of residence will be made on July 9, 2012 (Heisei 24) according to the entries described in the provisional certificate of residence.
You will be informed the provisional certificate of residencein May, 2012 (Heisei 24).
* You are kindly requested to fill in the accurate alien registration.
The certificate of residence is made based on the descriptions of alien registration. In fact, even when you move to a new address, if you have not submitted it to City Hall, the certificate of residence may not be made since the address is not confirmed. In addition, those who have not renewed the period of stay or changed the residence status as they have forgotten to submit it to the Immigration Bureau or City Hall, take the necessary procedures at the earliest possible time. You are kindly requested to fill in the accurate alien registration.
